Or maybe an old highschool acquaintance. Neighbor. Past client. They are interested in doing what I do. Full of energy. Almost all of them tell me they watch most of the HGTV house buying/selling/flipping/designing shows. They love looking at houses. </div><div>I have to pause and remember what I promised myself a few years ago.<div><br /></div><div>When I first got into this business it wasn't long until my old brokerage asked me to mentor new real estate agents. The same demeanor that helps me form successful working relationships with clients today led to a thought that I would be a great ambassador for new Realtors 20+ years ago. Think again.</div><div><br /></div><div>The National Association of Realtors (NAR) announced that in 2023 they lost over 26,000* members. How does that happen? While there are some other factors (ie, selling real estate without being under the NAR umbrella, retirement, etc .. ) a reasonable assumption is an overwhelming majority of Realtors left the business in 2023 because it just wasn't working for them.</div><div><br /></div><div>The fact is that being successful in this sector, especially for an extended period of time, is very difficult. Income can be dependent on weather (yes, weather), interest rates, unemployment, supply and demand, government policies, and more that is largely out of your own direct control. You might think that is the same for many businesses. A home builder. A restaurant owner. A brewery. Exactly! Being a self-employed business owner (most Realtors are self-employed) is a BIG challenge.</div><div><br /></div><div>A few years ago I realized a negative attitude like this wasn't fair to me or the person that trusted my opinion and guidance. I started seeing people that I thought would fail become well respected successful Realtors. Despite my doom and gloom.</div><div><br /></div><div>This led to all kinds of changes with me and how I work. If I was wrong about the people coming to me for advice on a career, what else was I doing wrong?</div><div><br /></div><div>Back to that promise: I started listening more. Almost immediately I noticed a change in my relationship with my clients. The difference in median sales price from just one year ago is +8%.<p></p><p>On the flipside, buyers in the 717 area do have *more* choices than they did last year. There are more homes available. Prices going up, but more homes available. This is not the same in other areas in the Mid-Atlantic region.</p><p>What does all this mean? I started helping people buy and sell real estate over 20 years ago. There is also not correlation that trails increase crime in their surrounding areas."</div><div class="separator" style="clear: both;"><br /></div><div class="separator" style="clear: both;">Does this mean that if a new trail goes by your home, your home's value goes up by 15% the next day? Probably not, but it is a factor. And my opinion is that adjacent or nearby parks and trails *do* add value to homes.</div><div class="separator" style="clear: both;"><br /></div><div class="separator" style="clear: both;">It's important to note that as of this writing (March 2023) the market for sellers is very good. People <i>are</i> buying homes with outdated kitchens. Almost all homes are selling quickly. However, <b>there is still is a value discrepancy between homes with added features and those without. Those features may be an updated or timeless kitchen. It could also be proximity to a safe, easy walk in the woods.</b></div></div><div class="separator" style="clear: both;"><br /></div><div class="separator" style="clear: both;">Concern and pushback from the local residents is common when plans for public recreation are announced. <i>I'd be most concerned if no one cared to ask questions</i>. Listening to the community is one of the most important steps when planning outdoor public space. There is opportunity to<i> learn from neighbors</i> and then adjust or even scrap a plan. A number of people, especially those in the "717", can't do that. We live in the suburbs. The country. We drive to work, shop, and play.</p><p>Some stats and news reports the last two years would have you believe that everyone is moving to the sticks. The truth is, I've never had so many people tell me they want to live in a community where they can walk or bike for shopping, exercise, work, school, etc ...</p><p>Some things to consider if you find it appealing to be using your car less. This goes for both buying a home or renting. </p><p> - <b>Flirt with living in town</b>. A novel idea! Take your pick, almost all of them have housing options that allow you to do a number of things on foot or two wheels. If sustainability is important to you, this is a homerun</p><p> - <b>Live near public transportation</b>. The "717" doesn't have a subway, but options include the CAT bus, ride-share, and train. Yes, train. Amtrak. Look it up! Live in a more affordable town and take the train to work in one with higher taxes or home values</p><p> - <b>Live in a walkable suburb</b>. Say what? I call them <i><b>Wurbles</b></i> (walk-able surburbs). No one else does, and with Wordle all the rage, I think my buzzword may never buzz</p><p>Developers saw the walkable suburb trend on the horizon and have been designing new communities with a handful of amenities available for a number of years. In fact, I think I've been asked that almost every day since I got into this business about 20 years ago.</p><p>While I help people all over the globe, I'm hands-on in the area within about 90 minutes of Harrisburg. The thing with this location is that people *<b>like living here</b>*. Looking over my past client list - I am seeing some trends that (in my opinion) prove just how well-liked the 717 area code is.</p><p>A number of my clients grew up in Pennsylvania. Then - they moved away, only to return. Their reasons are many but popular answers are the cost of living, community, and employment.</p><p>This is a big reason we have a low inventory of homes. People want to live here. </p><p>Do I think there is going to be a shift? Yep! But nothing so drastic as seeing whole neighborhoods for sale like we saw in other parts of the country a few years ago.</p><p>The reality is that the sellers I represent are able to take advantage of the current housing demand. Their homes are selling quicker. However, my buyers are still buying too. Everyone I work with - if they are serious about it - gets their home.</p><p>Not sure what to do, or when? Don't be afraid.</b></p><p>It is important for everyone involved in a real estate transaction to understand that with ANY loan, there are guidelines, rules, criteria, and maybe just as important there are many <i>misconceptions</i>.</p><p>With inventory still low at the beginning of 2021's first quarter, buyers will want to make sure sellers are comfortable with their offer. The last thing you want is a seller or their Realtor taking your offer and immediately putting it in the "runner-up" pile when there are multiple offers.</p><p>I was successful in getting all of the USDA, VA and FHA deals for my Buyers AND Sellers to settlement in 2020 and the beginning of 2021. </p><p>I often have fellow Realtors, friends, enemies (ha!) ask me: "Why did the seller accept your offer? Your client has a VA Loan"? Or, "I don't get it, your listing sold and the buyer used a USDA loan?"</p><p>With every real estate deal there is risk. An offer with cash, no inspections, settlement in 14 days can go south very quickly. </p><p>Being informed and honest with everyone generally takes the "scare-factor" out of the loans mentioned above.</p><p>What's the trick? Communication and education. To go over all of the details isn't practical in a blog post. As a consumer you want to make sure to speak to your Realtor. <b>Here we go again. </b>Spring is a month away. February isn't usually when I see a big influx of buyers, but here they are. Inventory is low, but not low enough that you can't find a house.<br />

Case in point: I put a home on the market less than 1 week ago. We had 22 appointments. Why, you ask? Well, it wasn't priced too low (the market analysis & buyer feedback confirmed that). The reason for so many appointments? There are more buyers than there are homes for sale.<br />

<b>Advice for Buyers in the market: </b><br />
<br />
- get pre-approved NOW. Do not wait until you find a home. It will be too late<br />
<br />
- use a Realtor you trust. If you are serious about finding and buying a home now, make sure they understand that. There are plenty of "tire-kickers" out there and if you should make it clear to your Realtor that you are ready to roll<br />
<br />
<b>Advice for Sellers in the market:</b><br />
<br />
- prepare your home for sale. Just because the inventory is low doesn't mean you will get a good offer. If your home has obvious problems, the offers will not appear or there could be a major price adjustment. A good Realtor can suggest how to best get your home ready<br />

Is My Home Assessed Properly For Tax Purposes?</i><div>

That is a question I hear quite a bit. Understandably so.</div>

Depending on where you live, property taxes might be a big deal</div>

Here in Central PA, part of the taxes a homeowner pays (property tax) goes to the local government and part of it goes to the school district.</div>

There has been talk about reducing or eliminating school tax from the burden of homeowners. There are strong arguments for AND against that idea. I won't get into that here. Let's talk about your tax assessment value.</div>

For now, we pay taxes on property we own. The amount we pay is based on the assessed value of the home. Where I live (York County) it is the Department of Assessment that determines the assessed value. Every county is different, so check with your local government for details. Back to the original question: <i>What if you disagree with their value?</i> </div>

For those of you living in York County, you would need to file an appeal. You have to use their official form and provide proof showing why the current assessment is wrong. The information on doing that is on the <a href="https://yorkcountypa.gov/property-taxes/assessment-and-tax-claim-office/assessment-appeals-1.html" target="_blank">York County website</a>.</div>

It's a fine line. When selling your home, you may want the assessed value to be as much as possible. For tax purposes, most people would rather that number be lower.</div>

I would suggest that before filing an appeal or calling an appraiser, call a Realtor. They don't all do this service, but I will for my clients. I can give you my opinion of the fair market value. Maybe your home is worth MORE than you think. It happens, and that isn't necessarily a bad thing :-)</div>

One common theme I hear is how people don't like where their money is going when they pay taxes. Well how about if you paid less Real Estate Tax? Got your attention?<br />

The <b>Clean & Green Act</b> allows you to receive a preferential tax assessment. In other words, the county's assessed value of land and home will be reduced. This will equal lower taxes.<br />
<br />
If your land is devoted to <b>agricultural use, agricultural reserve, or forest reserve</b> ---- and you are on 10 or more acres ---- you might qualify.<br />
<br />
A good example is a home I have for sale. I just put it <a href="http://www.remax.com/realestatehomesforsale/76-coffeetown-rd-dillsburg-pa-17019-id260115126.html" target="_blank">on the market</a> for $265,000 and the taxes are right around $2,000 a year. In York County that is CHEAP. York County has their revised appraisal value at only $103,660. That's how it's done.<br />

Having systems in place that are eco-friendly isn't anything new. But using these as a marketing tool is gaining popularity in Central Pennsyvlania.<br />

Case in point --- just today I noticed that there is a new section on the form I fill out when putting a home in the local Multi-List database that Realtors use. These items are added when there is a demand --- and people have been asking about solar panels, programmable thermostats, and rain barrels. The photo above is a snapshot of what I ran across today. Unfortunately I couldn't check any of those items off!<br />

As you can imagine, this isn't a big selling point. Most of the time I see this in vacant homes. One time the person had the heat on, but there was a malfunction with the thermostat. They weren't home and one of my business associates noticed water on the living room floor --- which is just below the bathroom. Ooops!<br />

It's not always a vacant home. Another culprit are hoses still hooked up to an outside spigot. <b>Here's a little tip I learned when I got into this business:</b> Having a frost free spigot doesn't mean water won't find a way to freeze and expand --- leaving you with a wet house.</div>

The county's median price range is steady at right around $180, 000. The proposed increase in taxes would mean an approximate additional <b>ELEVEN DOLLARS</b> a year for someone with a home value in that range.<br />

While it's important to be informed, I hope there is some perspective presented on tonight's evening news.<br />

What may be a bigger topic is that the county apparently spent $60, 000 on consultants to figure out to raise the taxes. It will be easy to think they over spent, but if the best solution was found by a third party -- I'm all for it.<br />

There may be a situation or two where such an agreement makes sense. However, beware. And remember to keep asking yourself (as Buyer or Seller) --- "<i>Why am I doing this?</i>"</div>

<b>First, let's look at some Seller's pros and cons:</b></div>

<b>- Pros: </b>You have someone interested in the house who wants to purchase it at a later date</div>

In particular, one problem I see is that the buyer will most likely need cash for a down payment when they move forward with the purchase. If their rent is going towards the sale price, this does little to help the situation on settlement day.</div>

<b>What's the solution? </b></div>

For the Buyer ---- talk to a local Realtor and Lender. You'll be able to determine a fair market value for the home and also how much money you will need on settlement day, what your monthly payments will be, etc .... Ask your Realtor, Attorney, and Lender to review any "Rent to Own" agreement.</div>

<br /></div>
<div>
For the Seller ---- Ask the Buyer for a written explanation of how they will be able to purchase the home at a later date. Preferably, this should come from their lender. Perhaps they are acquiring money from some sort of legal settlement. Ask for proof of that. In other words, be cautious. Also, ask a local Realtor to help you determine the fair market value of your home.</div>

And finally for both Buyer and Seller, another big risk is market value over time.<b> What will the market be like in 18 months? No one knows.</b> If the market changes a considerable amount either way, this could be big trouble. </div>

If the market goes in decline, it will affect the appraisal value and could potentially nullify a loan commitment. For the Seller, what if the market improves? Was this really the best you could do?</div>
<div>
<br /></div>
